New 65W AC Adapter Plugged In But Not Charging?

Hello, I am sort of a tech geek myself, but for whatever reason I can't find a proper solution to my problem...

My dog chewed up my old AC power cord for my Dell Inspiron 15 3543 laptop a few weeks ago. So I stopped by a local repair shop and they ordered one from a company called, 'RoHS'? That's what it says on the charger  anyways. When I tried it on my laptop an error at boot said something like it was unknown or whatever, I checked the bios and the AC power is 'Unknown.' I checked all over the web and can't find any helpful info regarding my laptop/power bar. My battery is at 2% and according to Dells diagnostic thing the battery is in perfect condition. I keep getting an error like others have had saying it needs a Dell 65 watt power cord; which is essentially what I have. The only difference between my new one and the old one is this one isn't made by Dell. 

I spent $70 on this stupid cord and if I have to I guess I'll have to buy another one.. :p

So do you think it's the battery or the cord thats the issue?
