Latitude Locked Keyboard

Question

How do I unlock my E6410 Latitude keyboard ? The mouse works. I can generate single letters by simultaneously clicking on Windows key and a single letter ( Win 7 operating system, btw). I suspect it has something to do with function keys. Help. tx

A correction - I found that letters and numbers can be typed - so my keyboard is not locked - instead I have to hold the key down for 2 seconds for letter to appear (then, if I hold it down, the same letter / number will repeat). Therefore, the question is 'how do I turn off an entry lag feature?' (assuming such a thing exists). tx
