How to booting laptop from USB external CD drive ?

I had Dell Latitude C400 laptop, this is small and light laptop without build in floppy and CD drive, I normally use USB external DVD/CD drive for this laptop.

I need reinstall Win XP into this laptop due to original Win XP dead.

I check BIOS, I can not find anything can boot up from USB or External cd drive, BIOS only had  CD drive, HD, onboard NIC.

I already put cd drive for first boot up, but everytime booting, laptop still went to HD because it can not recognize USB ext. cd drive.

How do I can to let laptop booting from USB external CD drive ???

The C400 only has USB 1.1 and that does not support USB booting. That model uses a D P/N 3G265 External Cable with either a C-Series CD Drive or a Floppy drive and connects to the External IDE port on the rear. These cables are sold on Ebay and without one, your laptop is severely limited.
