English (UK) keyboard layout for laptop is NOT available

Have edited this post in the hope of making my problem clearer

A friend has an Inspiron laptop, I cannot remember exact model at the moment but will post later. The keyboard is currently set to English (US) layout. I have changed regional settings to make the input language UK but if I click "Add" in "Installed services", there is NO option of a UK keyboard layout. All I have is a limited number of choices including Left/Right-handed Dvorak etc. Is there a driver I need to download?
