Dell Precision 7720 graphics stuttering/lag

Hello,

I have a Dell Precision 7720 Workstation laptop. Every now and then the whole laptop stutters/lags for about 5-10 seconds and then continues working normally. During this stutter everything is slow/unresponsive, even the sound playback is heavily distorted. This happens when the GPUs are under load, however the load doesn't need to be heavy (~75% of GPU load reported from GPU-Z). There is no thermal throttling of CPU detected (stress test with Aida64 Extreme).

I've suspected the Intel HD 630 graphics, but the issue persists even when I disable switchable graphics in BIOS. I've downloaded the Dell Command Update and updated all possible drivers, but the issue persists. I've ran the full diagnostics in the Dell product support and all tests passed successfully.
