Couldn't reboot or start my laptop with the fully charged battery

I couldn't reboot or start my laptop with the fully charged battery. However, when the laptop is running, disconnect the power cord, and the laptop will keep running with the battery.

Under BIOS, the battery status is excellent. 

Is it the battery issue?

Please check status of the AC adapter in the BIOS. The adapter should say it type, if it says None or Unknown then it's an issue with adapter, and most likely needs to be replace with a new adapter.

Note: Wiggle the Adapter's end while observing it in BIOS to check if the DC jack is loose or faulty.

Thanks for your help. I checked my AC adapter and it is a 45W one original from Dell. I haven't used any other adapter to charge my laptop.

The AC adapter saying it type(45w) rule out any problem with adapter. Please run the diagnostic tool to check hardware on the system by following steps below:

1. Power off system. Remove all peripherals except AC adapter.

2. Power on system, quickly start tapping F12 key continuously until you see Preparing one time boot menu in the top right corner of the screen. In the boot menu, stroll down to Diagnostic and then click on it. Report back any error code.

After updating / installing the system drivers and the problem still occurred, right click battery icon at the bottom of taskbar, hopefully you'll see Power Manager Lite App. Please check the battery setting in the app - see image below):

If the system has the latest window updates and there isn't any failed update, I'd suggest updating the System Setup(BIOS). Please click on the link below to safety installed latest BIOS version.

No error code should rule out any hardware issue, now let update some of the drivers on the system:

Installing drivers through Windows Update - Type Setting onto [Cortana] search box, click Update And Security, and select Check for Updates. Install any available updates and restart your computer if required. Please check Update History for any failed windows update.
