Can't delete Guest user

This just started happening.  Two people share this laptop, both have admin rights have have two different log-ins and passwords.  All of sudden instead of the choice of log-in accounts between the two people, Guest shows up as the second choice instead of second person.  The only way to get to the other person's log-in is to log into mine and switch user to her account and re-log in.  I've gone into both accounts and tried to delete the Guest account but in both log-ins, it says guest account is off.

Once logged-in, if we hibernate rather than turn off, than both account choices are available.  If we turn off, then it comes back with my log-in and guest as 2nd option.

Her acct profile might be corrupt. Set up a new acct for her. You cannot delete the Guest acct. It has to be available. You can turn it off, but not delete it. Look up User account in help for more info. Fix a corrupted user profile explains how to set up a new one.

just a clarification when it starts from an off state, the second user is listed as "other user", not guest.  But trying my wife's user & PW on that doesn't work.  There is no other user listed in the user accounts.  Just our two and guest which is turned off.
