4 blinking white lights what does this mean?

Are there any dell experts that can explain what this means please? There must be some experts that can diagnose what this means and why the laptop no longer starts up

Anyone do you know what 4 blinking white lights mean from the battery indicator 

Verify that the LED on the adapter comes ON before you plug in the notebook end.  If it doesn't, the adapter is bad and will need to be replaced.

Remove the battery and unplug the system.  Hold the power button for 30 sec and remove and reinstall both memory modules.  Try powering up without the battery - if it will without the battery but not with it, the battery is bad.  Replace it.

If it still won't power up with or without the battery but with a good adapter, the mainboard is bad.  Replace the mainboard.

Remove the battery and see if the blinking stops. If it stops, your battery is getting near the end of it's life cycle and needs replaced.

I have removed the battery and the blinking has stopped but when it's plugged into ac power the blue indicator shows but the laptop still won't start up, when pressing the power button on the laptop the middle indicator which I think is the disk just flashes white and nothing happens 

please help on next steps

You can try replacing the I/O board first but it's likely it's the mainboard that's the problem -- not just the I/O board.

the blue indicator is fine which proves that the ac adapter is ok

do I just need to replace the io board ? Rather than the main board 

the battery is also dead and needs to be replaced 

when the battery and power is in and the third indicator ( battery flashes white 4 times) when trying to power up the white changes to orange and then turns off almost instantly 

again what are next steps?

The system can be run without a battery, yes.  If the I/O board doesn't fix the problem, then you'll know you need the mainboard.

If it's the I/O board, it's usually all or nothing - either you get power or you don't.  Still, given that the I/O board is significantly less expensive than the mainboard, replace that first - there's always an outside chance it may solve the problem.

Ok  so would purchasing a new io board work without getting a new battery and just running from ac power 

then if this is ok I would buy a new battery

Why do you think it's the main board that's the problem and not the io board
