Inspiron 7591 2-in-1, fan noise and strange behavior

Hello,

I have a issue with my laptop (Inspiron 7591 2-in-1). I noticed that when I watch pdf documents on my browser they do not run fluently when I scroll them fast. My GPU usage is about 100% at that time, is this normal? Which GPU should I rather use? I got Intel and Nvidia.

The main problem is, that my fan makes often noise. Even if I don't use my laptop or don't do any cpu exhausting stuff. Sometimes Chrome is enough to speed my fan up to an annoying noise. Also my CPU usage has sometimes some peaks in the CPU exfoliation without doing anything.

Even in my Dell Power Manager "Quiet" mode nothing happens. Mostly "ultra performance" mode is quieter.

Update November 9, 2020, DELL-Cares notes =
The purchased 1 year warranty expired on October 24, 2020. From the video you sent, we cannot really find any abnormality, as well as the previous temperatures logs that you sent. You can also check the Optimize mode and see if that helps. If there is no change, try disabling Turbo Boost either in the BIOS or within Windows. The DPM (Dell Power Manager) should be set to Cool or Optimized.
