The only way to change from a monochromatic keyboard to an RGB is to replace the keyboard, assuming one is available in the format you require (different geographical locations have different options, so you may find the RGB keyboard is not available if you use a non-US/English keyboard layout, for example).

Your best bet is to contact your local Dell office and ask for "spare parts" -- though also be advised that on many newer systems, particularly the G-series Inspirons, the keyboard cannot be replaced separately - the keyboard/palmrest assembly is a single unit that must be replaced as such.  That will increase the cost of the replacement part.

It seems there are no ways of changing the backlit of your laptop easily.

You would have to ensure that the backlit-ness f the keyboard can disperse other wavelengths as well.

If the hardware does not have the capability of changing the wavelengths of the light then no matter what software you use, you would not be able to get a different backlight.
