The fact that you have Enable Legacy Option ROMs enabled means that you do not have Secure Boot enabled. Uncheck that box and enable Secure Boot, which you need for Windows 11 anyway. Then check the PTT box and click on apply. You need UEFI, Secure Boot, and PTT for Windows 11 to meet MS Windows 11 system requirements on your system (which Dell supports on Windows 11).
And for anyone reading this that does not have a supported system, my reply is meant for the Inspiron 3671and only that system in this post. Yes Windows 11 can easily be installed on unsupported systems.

Hi JOcean
thanks for the reply.
I assume this will not upset my Boot partition and I still can boot into my Windows 10 (PM991 NVMe Samsung 256GB) after I have set the above options.

It should not as long as UEFI was enabled when Windows was installed, and it usually is on new systems, then you should be fine.

Technically, secure boot does not have to be "enabled", just available. As long as the option is there, that's all Windows 11 cares about. Enabling UEFI and PTT (software TPM) makes secure boot available and should be enough.
