G5 5000 Power Rail Failure -- is that system board or PSU?

Subject pretty much says it all.  My G5 5000 gaming model will not boot, POST code 3 flashes orange, 5 flashes white indicating "Power Rail Failure: EC ran into power sequencing failure"

I think this is probably a system board issue, but could it be a PSU issue?  I tried to reset the bios by removing bios battery, and also tested power-up with graphics card pulled with same results.

Any ideas?

This test result seems to say psu is working.

Can you try BIST of G5 psu? 

  1. urn off the computer.
  2. Disconnect the power cable from the PSU, and wait for 15 seconds.
  3. After 15 seconds, connect the power cable to the computer.
  4. The LED light turns on for 3 seconds and then turns off.
    1. If the BIST LED turns on, the power supply is delivering power to the computer.
    2. If the BIST LED does not turn on or the PSU fan does not spin correctly, the power supply is not delivering power to the computer. Disconnect and reconnect the power cable to computer and try again. 

I would not read too much into error description.  basically no POST comes down to either bad board (software or hardware failure) or bad power supply.

No BIST button on this supply.  When I plug in the power cable, green light on PSU lights up for approx 30 seconds before POST flash code starts and system powers off (green PSU light off).  Then the cycle repeats.

 The CPU, Case, and PSU fans are running but at low speed.
