lot of blue screens lately-repair loop

We have been seeing a big increase in BSOD.  Repair loop

going into safe mode does not work--just fails to bsod/repair

repair does not work --does it ever?

only known "fix" is to go to  troubleshoot, advanced options, startup settings, restart, 7, (disable driver signature enforcement)

then it goes  in---ONCE.  only enough to recover files from users computers

we need help with this ASAP.  and yes, we are trying to figure exactly what the fix is, but dont have a good solution yet
