KM636 - it turns off after couple of second. Why?

1-NumLock and CapsLock turns off after 6 to 8 seconds to save battery? It really gets in the way of our work. 

2-DELL should build a keyboard without arrows, home etc so that no need to turn on and off the NumPad as the keyboard is essentially used in the offices - it is really bad for games!
