Installing AppXtender 7 using SCCM

We are in the process of rolling out ApplicationXtender 7 and have hit a roadblock. The install works fine when I run the msi commands as administrator. The problem is that SCCM uses the system account for installs and this is failing. I have confirmed this by opening a command prompt as "system" and running the msi commands. 

The command I am running is:   msiexec /i "ApplicationXtender Desktop.msi" ADDLOCAL=DocumentManager,AppGen,IndexAgent,ImportWizards,ConfigurationTools,ManagementTools,TWAIN,Kofax,ISIS /L*V "C:\AxSetup.log"

The error from the log:  "CustomAction DeleteQSPProductKey returned actual error code 1603 (note this may not be 100% accurate if translation happened inside sandbox)"

Any help would be greatly appreciated.
