White horizontal lines appearing on monitor screen

My computer is about 7 years old. For the past week white horizontal lines have been appearing on the screen and then disappearing. Does this mean my monitor is going to crash soon? Is this a monitor problem? Can it be fixed easily?

Can you test this monitor on a different PC or a different monitor on this PC?

What version of Windows?

Is this an LCD flat screen monitor or an old fashioned CRT? And is it connected by VGA or DVI?

Reboot and press F12 before Windows starts to load. Go to Utilities partition and run the video diagnostics.

Going to be hard to determine if this is a failing monitor or failing video card if you're not able to test the monitor on another system or another monitor on this system.
