My power button broken
My power button has burned out. is there a shortcut , or key function I can use to POWER ON my pc via the keyboard. I have a Dell OptiPlex GS520 Running on Windows XP, with a standard Dell keyboard.

So I took a look at the manual for your computer and I didn't see anything in regards to a wake on keypress or something of the sort. You could set it up to wake up at a specific time, but not by pushing anything on the keyboard.
In order to turn the unit on without the power on button, you will have to open up the computer and trace where the cable from the power button plugs into the motherboard. I believe you can unplug the button from the motherboard and 'short out' the two prongs thus turning it on. Please note that while I have seen it a million times, you do so at your own risk and you do run the risk of shorting out the motherboard. Regardless from my experience that is the only way to get the computer to turn on and its basically what the button does anyway, it 'connects' the two prongs on the motherboard for a second, telling the power supply to power everything up.

Power buttons rarely fail. When the button doesn't work it is usually a power supply failure or another internal failure.
Something to try is replace the CR2032 bios coin cell battery that you get anywhere for about $2. Spending any more money on such an old computer is really not practical.
