Dell XPS Neon Change

I read that the dell xps gen 4's neon can easily be changed through the BIOS. I dont really know what the BIOS is and so what i want to know is how to get to the BIOS and change the neon color. So if anyone could help me i would appreciate it. Thanks

before the system boots (ie. right when you power on the system), press F2 to enter Setup.  The backlight colour can be changed in the menu.
 
What I want to know is, is there a way to change this colour without going to the BIOS?  Can I change it in Windows?
