Order Stuck at "Your order has been received" for 3weeks

Ordered a monitor at June.28 and pending since then, call dell call center couple of times but it turns out they need order number which I have IRN Number only, they just put me on hold to listen music and eventually say sorry but we don't know how to do with it.  As the call center number is the only method from that page, not sure what I can do to move things forward.
