Got fishy email after order: CREDIT CARD PAYMENT DECLINED

Two days after my order of a new laptop, I received this email. I am confused because on the one hand it has sloppy language and a sloppy layout, but on the other hand, it seems to know a lot (my email, my name, my order number). The email was also signed by dell.com, which is probably the only reason why it didn't go straight into my spam folder.

Is this legit?

Your Dell Order are on Hold due to a Credit/Debit Card transaction declined.      
 This problem is usually caused by one of the following:
·     Card details are registered to a different address than the billing address given on the order.
·      Incorrect card details given on the order – Card number, Expiry date, CSC code/number etc.
·      May be a possible bank block to check with you if the transaction is genuine or fraudulent you can call up your bank and check with them if they have placed any hold on your card.
I need to speak to you in relation to confirming your details and processing this order for you at the earliest possible, Kindly reply to this mail with the convenient time and I will call you back.
I am looking forward to hearing from you soon.
Please note that we are only able to hold the order for 48 business hours, after which it will be automatically cancelled from our systems.
Working Hours: 9:00 AM to 6:00 PM (Monday to Friday).

Call your card provider for verification of the payment failure first.

Okay, checked with my bank. The email was legit: the payment exceeded my limit.
