File/Stub Retention Practices

As a newbie to CTA, I have what may be an easy question for someone,

As I understand it, the policy retention period pertains to the length of time a file is retained beyond the date the file was archived, When the box for stub retention is checked, stub retention on the source is also enforced for that same period of time. I also understand that enforcing stub retention precludes the ability to do multi-tier archiving (this doesn't apply to our situation at this point). So, in my view, setting stub retention would be advisable as a best practice. Is my thinking correct? If this is not the case, could comeone explain to me what the other downsides of this practice might be?
