If you are not very confident about hardware upgrades, then I would let the CPU stay. But if you are set on a CPU upgrade then the system is certified for up to an i7 4790K. You have enough RAM for the majority of games (you did not state which games you are running). The biggest improvement here would be a new video card. The GTX 745 is a pretty basic card. With your PSU why not go to a GTX 1050Ti with 4 GB of GDDR5 VRAM. According to gaming sites that GPU is an almost 240% upgrade in performance over your card and it does not need a 6 pin power plug.
CPU list for the system in the following post

Thanks for the info. games having trouble with are the division and no mans sky and eso.
I played division last night for first time since ram upgrade fixed game. it runs smooth but only on medium graphics settings i would like a higher quality if i can get it out of this computer. ill try the graphics upgrade. No mans sky still runs lagy. Not as bad though. i used to play Eso and had problems with it to. i am going to test it tonight.
Also i am wanting to get Anthem when it comes out. really looking forward to that game and just trying to make sure this will run it good.
i will go with the graphics card upgrade and if i have issues the i will go with the cpu upgrade.
THANKS FOR TAKING THE TIME TO HELP ME OUT

Is it still your best recommendation?
To go with GTX 1050Ti with 4 GB

With a 330W PSU, yes. Everything above the 1050Ti requires at least a 400W PSU. And even the AMD RX 550 requires a 400W PSU, and the GTX 1050Ti outperforms it slightly.

What about the 1650, which also only uses 75W and is a better performer than the 1050ti?

Non UEFI systems will not work with AMD RX series or Nvidia Cards like the RTX because they do not support MSDOS VESA Video mode 103.
They do not post and they do not show anything in F2 Bios Setup.
Older Pascal based cards up to GTX 1060 work fine in R2 with the updated power board and 330W power supply.
The updated power board with fan and heatsink is NOT OPTIONAL if you want to use more than 75W card.
XPS400 is in the video below but it applies to ALL Dell models from 2006 on that have PCI-E bus and AT LEAST Pentium D 9XX series from 915 to 960 and appropriate power supply.
Older Smithfield 800 series pentium D work but ONLY 32 bit windows 10.

Don't know how that formatting got so messed up. I was trying to say the x51 R3 has a different socket than the X51 R2. 1151 vs 1150. The X51 R2 shipped stock with the 4790. Perhaps you have an x51 R3, and not an R2? This post was about the x51 R2.
