NOT Solved: Bluetooth mouse lag issues with new XPS 13 7390 2-in-1?
I am on a 2 month old highest spec XPS 13 with the second Windows update experience. Dell update and Windows update say it is fully updated as of today. After applying Windows 10 update 2004 my bluetooth mouse started freezing every few seconds. This exact same thing happened in 1909 but I could go in and use:
device manager -> Intel Wireless Bluetooth -> Power management -> there is option to untick "allow the computer to turn off this device to save power"
Worked fine. However after Windows 2004 update the Power Management tab is no longer there. It isn't there under control panel or device management. Gone.
I found a *WORKAROUND* here posted by ortho6000 to: just uncheck the power management tab under the first USB Root Hub (USB 3.0) where the power management tab IS still present.
The original thread here is marked SOLVED. How is disabling a feature designed to prolong battery life on the USB hub to prevent BLUETOOTH connectivity problems marked SOLVED?
I tried dozens of potential remedies and spent hours for a SECOND time for the same issue.
Please don't mark this Solved. Let others that are struggling to continue to contribute to a real solution or at least possibly get a Dell response.
My laptop is the latest version and it has had problems through TWO windows updates... This problem renders my laptop unusable unless addressed and now the only workaround that has worked means my USB devices can't use power saving features.

BIOS 1.5.0, 6/5/2020 seems to significantly improve the mouse freezes/delays. It is no longer FRUSTRATING but now simply annoying.
I can now reenable USB power management and my laptop will correctly using power management settings - even with a USB device it will sleep now.
But it is NOT fixed. There are occasional times where the mouse stops responding for 10-15 seconds.
tl;dr - no longer FRUSTRATING - now just ANNOYING

in 2004 did you try unchecking the power management option for your mouse in device manager>human interface devices>Bluetooth mouse?

try going into each driver and try updating the driver.
especially the USB drivers

I have this problem as well - a long initial lag with a Microsoft bluetooth mouse. I got this computer 3 weeks ago and it has been a very frustrating experience (2 weeks trying to settle audio driver problems). Quite dissapointed with the XPS 13 7390 so far and Dell customer service.

I did some troubleshooting looking at what other users had done. So far this seems to work for the mouse (has eliminated initial lag time) - not sure how it will affect other things though!
Device Manager- Universal Serial Bus Controllers
I unticked any of these that had a Power Management Option-Allow the computer to turn off this device to save power (highlighted in yellow) and it seems to have gotten rid of the initial lag. I have no idea why as these all seem to be related to USB and this is a bluetooth mouse, but it seems to work.

That is great! It should not affect negatively other functions of the PC. We would also recommend checking the power options for the Wireless Card. All should also update to BIOS 1.6.2, Intel Chipset 10.1.18121.8164. Then retest.

I have been using the USB Root Hub "leave power on" workaround for months now. I have also noticed the battery life of my XPS 13 has dropped significantly since I bought it. I've done some investigating with the powercfg /sleepstudy tool and it is pointing to the USB Root Hub(s).
So I believe this workaround has a significant impact on battery life and causes excessive drain during sleep. I think the above answer from a Dell rep saying the machine is not negatively affected is incorrect.
