It sounds like it is not booting from the Windows XP CD. On some Dell's if you press F12 at boot up it will allow you to boot from a CD.  If not, you will have to enter the setup (F2 at bootup) and set the CD drive as the first boot device). 

When you boot from the Windows XP CD, select "Repair" rather than a complete install.  This should "repair" whatever is wrong.

After you get Windows fixed, if you had to change the boot sequence in the setup, reset it so the hard drive is the first boot device.

what if what you just adviced still doesnt work?I got the same problem i tried going to bios and putting my cdrom on first boot but it still give me the Error Loading Operating System error....

Good that you have been searching for posts that may relate to your problem

But it’s always much better if you start your own thread rather than tag a request for help to what is an old thread & with NO feedback from the original poster

 

You don’t mention computer model & OS or if anything done prior to problems e.g. HDD changes

 

Anyhow, looking at System Setup (BIOS) settings

 

Is the HDD detected/recognised, is system date/time OK?

If not then take a note of System Setup (BIOS) settings then kill all power supply to computer

Remove CMOS battery & replace after 30 seconds (replace battery if more than 4 year old)

 

Otherwise if BIOS settings look OK, then run hardware diagnostics (extended test)
