If you're able to get Recovery page then click on advanced repairs options and then Troubleshoot.

Power on system and start tapping F8 key continuously for 30 seconds and then stop. Hopefully you'll "See Advanced Repairs Options". If you don't see it then repeat the process two more times.

If you aren't able to get the recovery page after 3 attempts of tapping F8 key then I suggest you close the lid (don't power off system), remove AC adapter, and then battery. Replace battery, adapter and then power on system. Hopefully you'll see the Recovery page.

After you created bootable windows 10 drive then go to boot tab in BIOS and move flash drive first in order to boot the drive. In the windows setup, instead of clicking on Install Now, I suggest you click on Repair Your Computer, which will bring up the troubleshooting tools to help fix your computer.

Please try troubleshooting steps in  Dell-Jesse L link above, I'm hopeful it will stop the looping. However, if looping still occur then I suggest you create a bootable windows 10 drive. Please click on link below.
