need to create ms-dos boot partition

My computer went haywire, and will only go into ms-dos mode.  It says c:\ is an invalid drive and when I try to reinstall windows 98se, it says "cannot create temporary directory".  Then it says I need to create a ms-dos boot partition.  I tried the fdisk, but I do not get any options.  Can anyone help please???

After you created the partition, did you format it (format c:)? If you did not, you cannot install 98 onto it.

I'd also run the Dell diagnostics - or a diagnostic from the hard drive manufacturer - to rule out a failing hard drive.

I couldn't creat partition at all.

What do the Dell diagnostics on the drive show?

It sounds like you have a failed drive.

How do I fix that??? Oh my! lol  When I run diagnostics from disc, everything comes up fine.  I ran scanreg, it said some of my reg files were damaged, and it does not recognize drive C at all.
No Events found!
