dell inspiron 7520 amd radeon hd 7730M dual core optimizer windows 8.1 graphics card wont switch properly

Let me start by saying I have everything updated and CCC installed and all that. no maleware or anything like that. whenever I change a games graphical setting, it has little or no effect. this is really frustrating and it feels like this whole laptop was designed as a scam. every forum i have looked at people just end up droping it, or asking questions that were already answered. why is everyone avoiding finding a solution for this, seeing as many people have this problem? please help!!!

I just want to play games with at least SOMEWHAT decent settings. at this rate i can't even play LAST gen games. again PLEASE HELP!!!
