I ran into a similar issue setting up a new system and suspected the same reason. The normal Win10 Settings Panel method of adding a new user would not allow me to add another local account. You can use the Command Prompt to do it.

1. Open an "Administrator" level Command Prompt (Right-click the Start Menu button and select "Command Prompt (Admin)" from the list.

2. Enter this command:

      net  user  username  password  /add

    - where "username" is the name of the user you want to set up

    - and "password" is the password you wish to assign to the that user

I assume you do not want to make it an admin account. If you do, you should now be able to use Control Panel > User Accounts to do it.
