JBIG-KIT provides a portable library of compression and decompression functions with a documented interface that you can include very easily into your image or document processing software. In addition, JBIG-KIT provides ready-to-use compression and decompression programs with a simple command line interface (similar to the converters found in netpbm). JBIG-KIT implements the specification: ISO/IEC 11544:1993 and ITU-T Recommendation T.82(1993): Information technology — Coded representation of picture and audio information — Progressive bi-level image compression which is commonly referred to as the “JBIG1 standard”z

Mesa City Council recently approved a new general business license, starting January 3, 2022, to enable enhanced communication between us and business owners with the goal of providing timely information and essential news for operating a business in Mesa.

During the height of the pandemic, we faced challenges reaching Mesa-based businesses with critical information and ongoing updates about available programs and funding to assist them. Many businesses missed out on federal and local funding programs because we did not have a list of all businesses within Mesa.

Creating a Mesa general business license will ensure that for future emergency communications, ordinance changes, and information about grants and business development services will be communicated efficiently to ALL licensed businesses in Mesa.

This license is extremely permissive, and falls under the "Copyright only" category of licenses, where it is effectively in the Public Domain, but Copyright is still retained. The license contains an optional clause where, if the recipient feels that the licensed work is "worth it", they have the option to purchase the copyright holder a beer. If this were mandatory, it would make this license non-free, but since it is optional, it does not consist of a use restriction. As written, this license is Free and GPL compatible.
