An NVMe drive is indicated as faulty when moving the drive to new backplane using hot-insertion

Issue:
When moving an NMVe drive to a different backplane slot, if the NVMe drive is hot-removed and hot-inserted in a different slot too quickly, then the drive may be indicated as faulty.
Probable Cause:
NVMe drive is moved between slots too quickly.
Corrective Action:
Wait at least 8 seconds after a hot-pull event before re-inserting the drive in an alternate slot.
