Cannot Enable System Restore As Local Administrator

A User logged in as the Administrator for Windows 7 Ultimate, unintentionally turned off the System Restore feature when trying to perform a System Restore. After this occurred, the Local Admin User was unable to reenable System Restore, and was presented with a notification that "System Restore has been turned off by your system administrator."


Use Group Policy Editor To Resolve

Note: If your computer is on a Domain network, contact the Domain Administrator to resolve this issue.

The solution to this issue requires changing the applied Group Policy.

If the above setting is already set to Not configured, set it to Enabled and click Apply. Then revert the setting to Not configured, and click Apply, OK.

  1. Using the Group Policy Editor
    1. Click Start, type gpedit.msc and press ENTER.
    2. Go to the following branch: Computer Configuration | Administrative Templates | System | System Restore
    3. Double-click Turn off Configuration and set it to Not configured.
    4. Exit the Group Policy Editor.
  1. Using the Registry Editor
    Note: The following steps tell you how to modify the registry. However, serious problems might occur if you modify the registry incorrectly. Ensure that you follow these steps carefully. For added protection, back up the registry before you modify it. Then, you can restore the registry if a problem occurs.     1. Click Start, type regedit.exe and press ENTER.
    2. Go to the following key: HKEY_LOCAL_MACHINE \ Software \ Policies \ Microsoft \ Windows NT \ SystemRestore
    3. In the right-pane, delete the value that is named DisableConfig
    4. Exit the Registry Editor.
    5. Restart the computer and check.
