2-in-1 Tablet Mode

Dell 2-in-1 laptop owners report that they cannot bypass the Windows secure sign-on (CTRL + ALT + DEL) when they are in tablet mode. They must unfold into laptop mode and use the keyboard to sign in.

Note: This is the laptop working as designed.
 

When you fold your 2-in-1 laptop into tablet mode, both the keyboard and the touchpad are automatically disabled. You can find out more about Table mode in Windows 10 in the following article:

Note: Dell's recommended best practice would be to use Slide to Unlock instead of the secure sign-on option. Alternatively, you can continue to use the laptop keyboard depending on your requirements.
