Port flapping on the PowerEdge server with Intel X710 adapters and the Dual Rate 1G/10G SFP+ SR optic may be reported after a switch or server reboot. If the switch or the server was rebooted, the adapter goes into a port flap, which is observable via the link and activity LED on the adapter.
For example, rebooting switch will send the adapter into port flap until the Dual Rate 1G/10G SFP+SR optic has been reseated.
This issue only occurs with versions below 18.5.x, 17.x.x does not exhibit this issue.
A fix became available as a firmware update in the May to July 2019 time frame. To resolve the issue, it is recommended to update the card firmware to the latest version 18.5.17. Additionally, for VxRail, the issue and resolutions steps are documented in the EMC article:
