(Scrolling up, moves the window down, and scrolling down, moves the window up.)
While this is a default Windows feature, it can be modified. If you have a Precision Touchpad, you can modify this setting using the suggestion here:
For those systems without a Precision Touchpad, the settings look like:

To modify this behavior, you must do the following (please be sure to follow the steps precisely):
Launch Device Manager
Expand the Mice and other pointing devices menu
Right-click each mouse and go to Properties until you find Alps Virtual HID Device listed in its location like so:

Once found, go to the Details Tab and set the Property dropdown to be: Device Instance Path
Take note of the string of text listed for the Value
Open Registry Editor
Navigate to: Computer\HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Enum\HID
Expand the directory for the folder that matches the portion of the value from before, starting with the VID
Expand the folder inside this directory, and it should now look like:

Double-click on FlipFlopWheel
Set the Value Data field to 1 and click on OK
Restart the computer
