Both Microsoft and Intel have found an incompatibility between the Windows 10 May 2019 Update (build 1903) and certain versions of the Intel RST driver.
What is the Intel RST driver and what does it do? (Intel Rapid Storage Technology) is an application in Windows that improves performance and reliability for those computers using SATA disks for desktop, mobile, and server computers. If you are using one or multiple SATA disk drives, you get the advantage of better performance and lower power consumption.

Microsoft has placed a compatibility hold on those computers running iRST driver revisions between 15.1.0.1002 and 15.5.2.1053. When Windows Update detects one of these IRST driver versions, it will not allow the update to continue until the driver is updated.
Microsoft Advises that this issue was resolved in KB4512941 The safeguard hold performed by Microsoft is expected to be removed in early September 2019.
Microsoft recommends you go to the Dell website and update the iRST driver to revision 15.5.2.1054 or above:
Update the iRST driver to the most recent version:
Browse the Dell Support Website.
Enter the service tag or express service code to get drivers specific to how the computer shipped.
Alternatively, you can choose your computer type from the product list to get a general list of drivers for that computer.
Click the Drivers and Downloads tab on the menu.
Ensure that you have the correct operating system selected.
Select the Serial ATA drop-down category.
Look for the Intel Rapid Storage Technology Driver version 15.5.2.1054 or newer.
Click the Download button and follow the on-screen instructions.
Once you have updated your driver, you can restart the installation process for Windows 10, version 1903.
Click the search box on the taskbar and type Intel Rapid Storage Technology.
Click Intel Rapid Storage Technology from the list of results and the Intel Rapid Storage Technology window will open.
On the Intel Optane Memory tab, click Enable to disable the Intel Optane memory.
Click Yes to accept the warning, and the enabling progress is displayed.
Click Reboot to complete the enabling Intel Optane Memory process and restart your computer.
