ECS: Portal browser version recommendation for SameSite cookie

Instructions
The SameSite cookie helps to prevent unauthorized access to a website by controlling the passing of the cookie from one website to another. The recommended value is Lax or Strict.
Portal uses a third-party library which internally uses Netty 3.10.6 and the library has not exposed property to set the custom cookie attribute. The portal has to rely on the browser to add the SameSite attribute by default. Modern browsers by default set it to Lax which is the recommended setting.
