The Intel Graphics utility is used to Enable or Disable the keystrokes to rotate the screen.
The options available to rotate the screen varies, and may not be supported.
To determine what options are available and how to enable them, perform the following steps.
Depending on which processor generation that is in your computer determines what Intel Graphics utility is installed on your computer.

Pick the corresponding program from the list.
Press and hold the Windows () key, and then press the q key.
In the Search box, type intel.
Select Intel® Graphics Command Center in the list of programs.
Select System.
Ensure you are on the Hotkeys tab.
Select to Enable or Disable the Hotkeys function.
Using the drop-down menu select if you want to use Ctrl + Alt, or Ctrl + Shift for the Screen Rotation Hotkey you want to use.
Close the Graphics Command Center.
To disable this feature in the Intel Graphics Control Panel may require you to try a couple of options to open the software depending on the version installed.
Press and hold the Windows () key, and then press the q key.
In the Search box, type intel.
Touch or click Intel® Graphics and Media Control Panel in the list of programs and continue to step A.
When the control panel opens, select the Option and Support option.
Select the Hot Key Manager tab.
From this page, you can assign key stokes to enact the available options or Disable all Hot Keys.
Click Apply, or OK, and then Yes if the confirmation appears.
