Connectrix MDS: SFP shows as "in sync state" when the link is down

Symptoms

An SFP is installed on a port but in a down link state. View the output from the below command:   
`show interface brief`

It displays as "in sync state" when viewed with the below command for the interface details:

No tx fault, rx loss, in sync state, diagnostic monitoring type is 0x68

Cause

This is a cosmetic issue and is identified in the Cisco Issue CSCwa49621 This hyperlink is taking you to a website outside of Dell Technologies..

The SFP sync state for 16 Gbps ports should be ignored in affected Cisco NX-OS releases. This applies to all Cisco NX-OS releases but only for 16 Gbps ports.
