Virginia Higher Education Procurement consortium (VHEPC) contracts are available to the member universities of the program, along with the 23 VCCS institutions.

Additionally, these contracts are available for use by non-members, which include higher education customers (universities, community colleges, private colleges, and technical/vocational schools), public or private health institutions, state K-12 districts and schools; cities, counties, local subdivisions; state agencies, and community serving non-profit organizations.
