XPS 8300 how to modify hot key?

I bought a new keyboard (Dell Wired Multimedia keyboard), i want to modify hot key on internet browser at Chrome's target parameter as "C:\Program Files (x86)\Google\Chrome\Application\chrome.exe" --disk-cache-dir="F:\Temp". How to do it? Thanks.

P.S. F drive as ram disk
