install TS prompt ERROR 1923

when i trying to install TS on windows server 2008, it prompt me the following ERROR:

Error 1923.Service Quest Terminal Services Helper Service (pntermhlp) could not be installed. Verify that you have sufficient privileges to install system services.

note: i've already login as administrator and run vWS installer as administrator.
