BTW Refund

Companies in the Netherlands have the obligation by law to refund VAT payments to noon European residents. 

I've received a refund using the services of VATfree.com with success with all my expenditures but with Dell, including Apple and Mediamarkt, but also from a small cheese vendor in Delft!

It just blew my mind that a company like Dell or not aware of their obligations or so customer UNfriendly they complicate as much as possible for a few bucks.

Does anyone have some experience here with how to convince Dell to fulfill their obligations?
