Optiplex 7070 - Not booting with undocumented amber light pattern

Hi everyone

I was able to purchase an Optiplex 7070 via a refurbished website and recently received it, yet when I pushed the power button the computer doesn't boot at all and whilist the PSU provides a green indication light when inserting the power cord, the front gives me an undocumented orange/amber light pattern of two amber flashes pause and then a single amber flash, I don't have a white colored flash as all three flashes are orange. I've tried reseating the ram, removing and replugging all the cables, detached all drives and pci expansion cards, and tried various other troubleshooting steps without luck. The only thing I have not yet done is reseating the CPU which I will try only as a last resort attempt.

The computer was listed as fully working, but as the dell service expired and it's been various months since I've purchased it versus receiving it I am not able to receive any direct support. 

So if anyone has suggestions I could try to resolve this issue then I would really appreciate it!
