What is the server that suits my requirements?

It turns out that I want to build a server, but I am really new to this, I require a DELL RACK or TOWER server, in which it has about 64 Gb of RAM, 2 or 4 Tb of Hard Disk, some video card, plans to venture to the level educational machine learning that is why I ask for the video card, is there any server that you can recommend me to build this server? or who could advise me?
