XPS 15-9570, CPU stuck at 0.78 GHz, #2, fixed
Hi, I have add the same problem the past 2 weeks. Dell XPS 15-9570 ( i7-8750h and GTX 1050Ti MAXQ) Unplugging and re-plugging the battery did not work for me. But I have found that the main issue (for me) was on the Power Limit Throttling. Even at IDLE the laptop would reach the Power Limit , and that is why the clock speed was stuck. On HWMonitor we could see as well the the power and voltage of the cores were unusually low due to that. With Intel Extreme Tuning Utility I managed to change the max "power limit" which is Turbo Boost Power Max. It was set at 11 W which is very low, I have increased it to 45 (default value in other laptops ). And voila , the problem is fully gone. I supposed that in one way unplugging and re-plugging the battery was a way of "re-initializing" that power limit value. Hope I could help others since I did not find anything on this precise matter.

@Artur875 - Just keep an eye on it to make sure that new setting doesn't cause over-heating issues...
