Pages in Chromium browsers don't load correctly

In all Chromium-based browsers (Chrome, Edge, Brave, etc.), many pages entirely don’t load with all assets (e.g. CSS or scripts) or don’t load correctly. Some of the worst offenders are loom.com, linkedin.com, and dell.comAtlassian.net frequently has issues with styles not loading and not being able to add or edit pages or comments. It sounds very similar to this issue described on Brave (although it's not limited to just Brave). This occurs on Windows 11 on my XPS 15 9530. I don't have a VPN.

I found this support topic about Dell Automatic Cleanup maybe being the culprit. I'm unsure about how to test this, but it seems like it could be related to my problem.

I have tried:

  • Disabling Shields (on Brave)
  • Disabling Hardware Acceleration
  • Using a different browser profile
  • Clearing browser cache (this seems to work temporarily)
  • Opening in a private window (this seems to work sometimes)
  • Opening Dev Tools and loading the page without cache (this usually works)
  • Disabling all add-ons
  • CTRL + Shift + R (this sometimes works - I have to repeatedly press the key combo before it works)
  • Tried multiple browsers: Brave Version 1.63.165 Chromium: 122.0.6261.94 (64-bit), Brave Beta
    Version 1.64.90 Chromium: 122.0.6261.94, Chrome Version 122.0.6261.95 (64-bit), Microsoft Edge Version 122.0.2365.66 (64-bit) - issues occur in all of these browsers
  • I don't have the problem in Firefox version 123.0 (64-bit)

For anyone else encountering this issue, I uninstalled all of the Dell software that came with my laptop, following this post: https://www.dell.com/community/en/conversations/virus-spyware/setting-up-new-xps-15-remove-bloatware/647f6635f4ccf8a8de30d5ff

Dell Optimizer is not included in that post, but I suspect that was the app that was causing the problems.

After uninstalling all the listed apps and restarting my laptop, I don't seem to run into as many issues. I still have problems with pages not loading correctly sometimes, but it's not as frequent as it once was.
