MyDell Console power settings vs. Windows Power

Does anyone have a good answer for how exactly the power settings (specifically "Thermal Management") in the MyDell Console interact with the Windows Power settings (Start > Settings > System > Power & battery > Power mode?

There is an apparent synchronizing option between the two, though I'm curious what happens if they're not synced. Is it correct to assume the MyDell settings override Windows' own settings?

Also, if they are synced, what really is happening there? I notice that Dell's "Optimized" setting does change Windows' setting to "Balanced" and Dell's "Ultra Performance" changes Windows to "Best performance", however Dell's "Quiet" and "Cool" settings both change Windows to "Best power efficiency", which doesn't seem quite right (I would think "Quiet" would translate to that Windows setting, but not "Cool".
