Dell XPS 15 9560 Won't Boot from USB
I am struggling to boot from USB. I need your help!
I have a 2017 Dell XPC 15 9560.
BIOS 1.19.2
I have run Diagnostics and have a hard drive error. A replacement NVMe drive is on order but I need to be able to install a new version of Windows 10. So I am trying to boot the laptop with a USB.
The ePSA Pre-boot System Assessment [4306.17] gives me green lights on everything except the drive. ("Hard Drive 1 - S/N ES78N646910108Q1Z, incorrect status = 8000000000000007 Could not read DST log page" or usually "Validate Code : 120160 Hard Drive - Not installed".)
I have entered the BIOS and turned off secure boot
I have Enabled legacy boot mode.
When I start the computer and press F12 I get the option to "Legacy Boot: USB Storage Device".
When I select that I receive the message, "Selected boot device failed. Press any key to reboot the system."
I created the recovery USB after downloading the Dell Recovery & Restore software and inputting my Service Tag.
I thought the USB must be corrupt so I went out an bought a new one. Same results.
Is there another way to create a Recovery USB? Am I missing something?
I have also tried to UEFI boot with Windows Boot Manager (hoping that it would give me option to select Boot From USB). SupportAssist launches runs a system scan and states, "No hardware issues were found..." I choose 'Continue' to launch Support Assist OS Recovery and just get a blue screen and then after a minute the computer shuts off.
Any assistance would be greatly appreciated.

Create a new USB boot drive using the Microsoft media creation tool:
https://www.microsoft.com/en-us/software-download/windows10
Set the system to UEFI and Secure boot on and re-try the F12 boot.
