Cannot install dell support assist with error 1603

When I try to install Dell Support Assist I get the an error code 1603. Restarting windows does not help.

1. Last time, a couple of years ago, I was eventually told I should install Windows fresh. Is this the only way forward?

2. If I need to reinstall Windows, I would like guidance with this to make sure I do it correctly and I would like to know if I should install windows 10 or 11 if I'm already at it.

Uninstall and reinstall Dell SupportAssist: Uninstall the current version of Dell SupportAssist, restart your computer, and then download and install the latest version.
