XPS 8930, error 2000-0511, new top case fan; PWM?

I ordered two Noctua NF-S12A PWM fans and the corresponding mounting brackets. Yesterday, the top case fan bracket arrived. After installing and plugging in the new fan, it runs, but, inexperienced in this as I am, I couldn't see how to use its PWM capacity to control the fan speed. Not finding anything in the BIOS, I read something that suggested I should run the hardware diagnostics, accessible by pressing F12 during the restart process.

The only failure, or error, reported is the new fan. The guts of the error message are:

"Error Code 2000-0511

"Validation 108775 The (TOP FAN)  failed to respond correctly"

Tomorrow, I expect the front case fan bracket to arrive. 

I'd appreciate any assistance people can give both to address the error code, which does not appear when the computer starts, and to access and use the fans' PWM feature.

Your reasoning accords with my reluctance to advocate blacklisting. That said, I don't think I'm better off by reason of the seller allowing me to keep the (bracketless) fan. First, I've been delayed in acquiring the bracket I need to mount the Noctua front case fan that I ordered at the same time (and actually received before the eBay fan).

Second, I've wasted time dealing with the seller and shopping for an alternative supplier.

Third, I don't have any use for the fan. Further, if the economics of his selling on eBay are as you describe, he's not being generous; he'd actually be worse off were he to pay me to return the (mis-described) man.

In sum, I felt more comfortable giving a low rating to my buying experience with this seller. But I don't think he was malevolent.

The picture is using old board  IPSKL-VM is ASUS OEM for dell.  IPSKL-VM is an XPS 8910 board.

 

Chipset missing heatsink was a concern of Mine Dating Back to Inspiron 620 from August 2011.

HOWEVER Intel has stated for several newer chip sets that heatsink is optional.  Its not missing its no longer needed.  There is not even mounting holes for the Z wire that were on the XPS 8910 motherboard.

I use these because I do not like it not having one.

It cannot be very tall due to interfering with the Video slot. The fact that they are still making boards without a cooler on the South bridge means they are no longer needed.

ASUS Seems to use this Kind of Numbering and Labeling.

He did give it for free, so the buyer is in a better position than before the sale.

Nonsense.  The seller sold a bracket and then did not ship it.  If he can't be bothered to ship what he sells, then I can't be bothered to recommend him to others.

This is nonsense.

The board sees the fan when the TACH signal from the yellow or white wire tells the board how fast the fan is spinning.

Red and black are 12v and Ground.  Blue is the PWM signal that controls the fan speed.
